Troutman Sanders Partners Named Lawyers of the Year

Margaret Claiborne Campbell has been named the “Atlanta Environmental Law Lawyer of the Year” and Frank E. Riggs, Jr. has been named the “Atlanta Construction Law Lawyer of the Year.”
Thomas F. Betz, Jr. has been named the “Norfolk Real Estate Law Lawyer of the Year” and R. J. Nutter II has been named the “Norfolk Land Use & Zoning Law Lawyer of the Year.”
Thomas E. duB. (Ted) Fauls has been named “Richmond Securitization and Structured Finance Law Lawyer of the Year,” William H. Hurd has been named “Richmond Education Law Lawyer of the Year,” F. Claiborne Johnston, Jr. has been named “Richmond Corporate Governance Law Lawyer of the Year” and “Corporate Law Lawyer of the Year,” Wallace M. Starke has been named “Richmond Employee Benefits (ERISA) Law Lawyer of the Year,” Edward H. Starr, Jr. has been named “Richmond Mass Tort Litigation/Class Actions - Defendants Lawyer of the Year” and Anthony F. Troy has been named “Richmond Administrative/Regulatory Law Lawyer of the Year.”

Campbell is a partner and co-leader of the firm’s Environmental and Natural Resources practice. She also serves on the firm’s Executive Committee and is chair of the firm’s Of Counsel Review Committee. For 20 years, her practice has focused on representing clients in matters arising under the Clean Air Act and state air quality statutes. Her work includes regulatory policy advice and advocacy, compliance counseling, permitting, enforcement defense and litigation.
Riggs is a partner and the firm’s Construction practice group co-leader. For the past 30 years, his practice has focused exclusively on construction law matters, including the counseling of public and private owners, general contractors, construction managers, equipment suppliers, trade contractors, material suppliers, manufacturers, sureties, and real estate developers in dispute avoidance, as well as the representation of construction industry participants in complex construction disputes.
Betz is senior counsel in the firm’s Real Estate Commercial Ownership, Leasing and Management practice group. He represents clients in commercial real estate related matters, including development, leasing, selling, acquisition, and finance. He has represented developers, hoteliers, sports entities, financial institutions and wireless telephone service providers on issues throughout Virginia.
Nutter is the firm’s Virginia Beach and Norfolk offices managing partner and the firm’s Zoning and Land Use practice group leader. His practice includes land use, municipal corporations, commercial development, real estate investments and annexations. In addition to being active in community organizations, he has represented some of the largest developers, companies and entrepreneurs in the country on projects in and around Hampton Roads. These developments are in the Hotel, Entertainment, Maritime, Retail, Office, Industrial and Residential markets.
Fauls is a partner in the firm’s Lending and Structured Finance practice group and is on the firm’s Executive, Of Counsel Review and Opinion Committees. His practice focuses on commercial lending, workout, bankruptcy and creditors’ rights, banking, and consumer credit compliance.
Hurd is a partner in the firm’s Regulatory Compliance and Government Litigation practice group and leads the firm’s Appellate team. He previously served as the first Solicitor General of Virginia (1999-2004). In the United States Supreme Court, he has appeared on brief (both party and amicus) in more than 30 cases, serving as principal author in more than 25 cases and personally arguing three cases before the Court.
Johnston is senior counsel in the firm’s Corporate practice group. His practice encompasses a wide-range of corporate finance and other corporate matters and transactions, including mergers and acquisitions, securities offerings, change-in-control and related transactions, and corporate governance issues.
Starke is a partner in the firm’s Employee Benefits and Executive Compensation practice group. His practice focuses on pension and deferred compensation plans, executive compensation, and flexible benefit, health and welfare plans for businesses, government agencies, tax-exempt entities, and trade associations.
Starr is a partner in the firm’s Product Liability practice group and is on the firm’s Office of General Counsel committee. His practice focuses on the defense of product manufacturers and distributors in cases involving complex medical-legal issues and on insurance coverage litigation.
Troy is senior counsel in the firm’s Regulatory Compliance and Government Litigation practice group and is a member of the firm’s Diversity committee. His practice focuses on multistate regulatory work, consumer protection,
civil litigation and administrative law matters. Previously serving as the Attorney General of Virginia from 1977-1978, he is well versed in attorney general matters and has developed a practice surrounding client issues with State
Attorney General offices. Additionally, his practice includes commercial advertising, tobacco, antitrust, and first amendment litigation, as well as other types of litigation.
