About the new Of Counsel in the Atlanta office:
M. Drew Wooldridge joined Troutman Sanders in 2002 and is a member of the firm’s State Regulation of Utilities practice group.
Wooldridge represents public utilities in all types of legislative and regulatory issues, including administrative litigation, regulation compliance and governmental affairs representation at the Georgia General Assembly. He advises public utilities on a wide range of federal and state regulatory issues, including administrative actions, regulatory and statutory compliance, supply-side recourse construction monitoring, privacy, open records act requests and customer service issues.
His over eight years of experience in representing utilities runs the gamut in subject matter from resource planning, rate design, cost of service issues in rate cases and supply-side resource certification to demand-side management program design, implementation and certification.
Wooldridge is a member of the Energy Bar Association of the State Bar of Georgia.
He earned a B.A. in Public Policy Studies in 1999 from Duke University and a J.D. in 2002 from the University of North Carolina.
About the new Of Counsels in the Richmond office:
Paige S. Fitzgerald joined Troutman Sanders in 2004 and is a member of the firm’s Regulatory Compliance and Government Litigation practice group.
Prior to joining the firm, she was an assistant attorney general and special counsel in the Office of the Attorney General of Virginia from 1995-2004.
Fitzgerald’s practice focuses on federal, state and local regulatory matters involving business start-up concerns, on-going compliance issues as well as disputes with regulating entities at all levels. Her practice builds
upon her extensive regulatory background, both in the public and private sectors, with a particular emphasis in developing ongoing relationships with pertinent governmental officials, including offices of state attorneys general.
Additionally, she regularly counsels clients in a range of business areas, particularly those engaged in the automotive, retailing, healthcare, insurance and tobacco industries.
Fitzgerald has presented at multiple legal seminars and has co-authored articles that have appeared in Smokeshop Magazine as well as in the American Academy of Professional Coders’ Coding Edge.
Her public service has ranged from being involved as a Sunday school teacher and usher at St. James’s Episcopal Church in Richmond to being on the Board of Directors’ Executive Committee of Seven Hills School from 2006
to the present.
In addition to being admitted to practice law in several different courts, she is a member of the Virginia State Bar and the Metropolitan Richmond Women’s Bar Association.
Fitzgerald earned a B.A. in 1989 from the College of William and Mary, where she was Phi Beta Kappa and assistant editor on The Colonial Echo, earned a J.D. in 1992 from the University of Virginia, where she was executive
editor of the Journal of Law and Politics, and earned an M.L.T. in 1996 from the College of William and Mary.
Matthew J. Murcko joined the firm in 2006 and is a member of its Real Estate Finance practice group.
Prior to joining Troutman Sanders, he was an associate at Powell Goldstein LLP in Washington, D.C. from 2002 to 2006; counsel at Greystone Servicing Corporation in Bethesda, Maryland, from 2001 to 2002; an associate at Arter &
Hadden LLP in Washington, D.C. ,from 1998 to 2000; an associate at Wilkes, Artis, Hedrick & Lane, Chartered, in Washington, D.C. , from 1996 to 1998; and a commercial real estate loan officer at Fleet Bank of New York in Buffalo,
New York, from 1988 to 1992.
Murcko’s practice focuses on representation of lenders and borrowers in various types of credit transactions, including secured and unsecured commercial credit facilities, real estate construction and permanent financing,
working capital loan facilities, revolving lines of credit, workouts and restructurings and related matters. He also represents developers and owners in project acquisition, development, finance, management, leasing and sale of office,
industrial, retail and multifamily residential properties.
Admitted to the Maryland, District of Columbia and Virginia bars, he is also, outside the legal industry, a member of the Richmond CenterStage Associates Board.
Murcko earned a B.B.A. in 1986 from St. Bonaventure University, an M.B.A. in 1988 from the University of South Carolina and a J.D., cum laude, in 1995 from the University of Baltimore.
Laura D. Windsor joined Troutman Sanders for a second time in 2004 and is a member of the firm’s Labor and Employment practice group.
Prior to re-joining the firm in 2004, she was an associate at Holland & Hart LLP in Cheyenne, Wyoming, from 2003 to 2004 and an associate at Troutman Sanders LLP in Atlanta from 2001 to 2003.
Windsor’s practice focuses on employment and employee benefits litigation and client counseling. Her experience with labor and employment law includes all areas of employment discrimination, harassment, wrongful termination, restrictive covenant, general employment, and breach of employment contract litigation, as well as client counseling for public and private companies, nonprofit agencies, and religious affiliated organizations. Her employee benefits litigation experience includes the defense of disability, and life and health insurance claims under ERISA and state law.
In 2009 and 2011, she was named to Virginia Business Magazine’s Legal Elite in Labor and Employment.
Windsor has presented at numerous seminars and law conferences across the country. She has also authored numerous articles for the Georgia State University Law Review, authored “The FLSA and Beyond” for DRI In-House Defense Quarterly, as well as contributed to the Virginia Chamber of Commerce’s “A Virginia Employer's Guide to Hiring, Firing and Discipline."
Her public service has ranged from her current positions as chairperson of the Policy and Evaluation Committee, member of the Finance Committee and member of the board of directors for ChildSavers; chairperson of the Infrastructure Committee and member of the board of directors of Fan Fee Clinic; and a member of the board of directors of the Virginia Association of Free Clinics to being a Foundations Finest Honoree of the Cystic Fibrosis Foundation in 2011.
Windsor earned a B.A. in 1993 from the University of Michigan, and a J.D., cum laude, in 2001 from Georgia State University, where she was an Atlanta Bar Association’s Labor & Employment Student Scholar Award winner and associate student writing editor of the Georgia State University Law Review.
