Andrew Pittman is an attorney in the litigation practice at Troutman Sanders, whose practice focuses on civil litigation disputes. Prior to joining Troutman Sanders, Andrew served as an Associate City Attorney in the Litigation Section of the Office of the Virginia Beach City Attorney, where he represented the City and its employees in a diverse array of civil litigation and administrative matters, including the defense of the City and its employees in federal court against claims brought pursuant to 42 U.S.C. 1983. Andrew has also served as a law clerk to the Honorable Judge Walter D. Kelley, Jr. of the United States District Court for the Eastern District of Virginia and as a law clerk to the Honorable Justice Barbara Milano Keenan of the Supreme Court of Virginia. As a law clerk in the United States District Court and in the Virginia Supreme Court, Andrew was actively involved in cases that concerned federal and state administrative, civil, and criminal law. Prior to law school, Andrew was a Deputy Clerk in the Office of the Clerk of Court for the City of Norfolk.

Representative Experience

  • As an Associate City Attorney, represented the interests of the City of Virginia Beach in a diverse array of civil and administrative matters before the U.S. Court of Appeals for the Fourth Circuit, the U.S. District Court for the EDVA (Norfolk and Alexandria Divisions), the Supreme Court of Virginia, the Circuit Court for the City of Virginia Beach, the Virginia Beach General District Court, the City of Virginia Beach Personnel Board, the Virginia Worker's Compensation Commission, and the Virginia Employment Commission.
  • Defended law enforcement personnel against claims brought pursuant to 42 U.S.C. 1983. Williams v. DeAngelis, No. 1:07cv824, 2008 U.S. Dist. LEXIS 66500 (E.D. Va. Aug. 28, 2008); Fletcher v. Jacocks, No. 2:07cv531 (E.D. Va. 2008).
