Prior to his retirement, Carter Glass focused his practice on local government law, including civil litigation and administrative proceedings. He advised governmental bodies on a wide range of public law issues, including local government structure, consolidation of localities, annexation, public utilities, elections, voting rights, rezoning and land use, local taxation, contract disputes, employee grievances, utility franchises, revenue sharing, open record requirements, and conflict of interests laws.
Prior to joining Troutman Pepper, Carter clerked for the Honorable Albert J. Engel, a Judge of the United States Court of Appeals for the Sixth Circuit, from 1976 to 1978.
