Chuck Wall assists clients in complex public-private partnerships (P3s or PPPs) and infrastructure development. Chuck is particularly skilled in building on the common ground between business objectives and government policy goals to create successful infrastructure projects. His experience spans large-scale projects throughout the U.S., including transportation and social infrastructure.

Chuck's work has focused on crafting project-specific risk-sharing arrangements involving the design, construction, financing, operations and maintenance of high-priority highways, transit systems and other facilities. He has advised both private- and public-sector clients on numerous P3 projects and other procurement-related matters. Through this work, Chuck has developed a deep understanding of the substantial risks and opportunities these ventures can present construction firms/JVs, equity members, lenders, designers, operations and maintenance providers, and public agencies.

In addition to his extensive P3 and infrastructure development practice, Chuck serves as general counsel to privately-held companies. His advice encompasses a wide array of corporate matters, including business transactions and organizational structuring.

  • Lead counsel to a design-build joint venture through commercial and financial close of a $2.3 billion managed lanes P3.
  • Lead counsel to an EPC joint venture in its pursuit of a $2 billion airport "automated people mover" P3.
  • Lead counsel to an equity member of a proposer on a $2 billion bridge, tunnel and highway P3.
  • Lead counsel to an EPC contractor in its pursuit of a $2.5 billion light rail P3.
  • Lead counsel to a private-sector partner on a $2.8 billion greenfield highway P3 involving “coal synergy” innovations to save billions in development costs.
  • Lead counsel to a design-build joint venture in its pursuit of a $2 billion multimodal P3 (managed lanes along with rapid bus and park-and-ride facilities).
  • Lead counsel to a city and school board on proposed commercial development in conjunction with a proposed new high school and additional educational facilities.
  • Counsel to an equity investor in a brownfield P3 toll concession.
  • Lead counsel to a developer on a $339 million design-build-finance P3 for 36 miles of highway improvements.
