Processing Trade: Outsourcing Processing for Bonded Goods - 关于加工贸易保税货物外发加工业务有关事项的通知

With immediate effect, the General Administration of Customs (GAC) on August 10, 2009, released a circular to clarify the administration of outsourcing processing for bonded goods under processing trade. This GAC Circular states that the operating enterprises should register with the competent customs and obtain the approval before the outsourcing process. The following points in particular need special attention:
· Submitting the Application Form of Outsourcing Processing for Bonded Goods under Processing Trade in electronic data when filing with the competent customs;
· Submitting the Delivery and Receiving Order for Bonded Goods of Outsourcing Processing in electronic data within 72 hours upon each delivering or receiving the goods;
· The operating enterprises allow using paper documents if they have not installed the electronic administration system. However, if the operating enterprises conduct outsourcing processing for the whole processing procedure, or the amount of the processing goods outsourced by the operating enterprises exceeds 50% of their annual production capacity confirmed by the competent government authorities, the operating enterprises shall use the electronic administration system of outsourcing processing.
