Dan Larcamp joined Troutman Pepper in Spring 2007 after retiring from the Federal Energy Regulatory Commission. During his 22 years at FERC, Dan held increasingly senior staff positions, culminating in serving as Chief of Staff under Chairman Joseph Kelliher.
Prior to serving in that role, Dan was responsible for leading the General Counsel's electric division for over a decade. He was Senior Legal and Policy Advisor to Chairman James Hoecker and Office Director for the Commission's technical staff responsible for economic regulation of electric utilities, and natural gas and oil pipelines.
Dan maintained a strong working relationship with FERC commissioners and staff. He was intimately familiar with FERC precedent, procedures, and personnel and used this experience to advise his clients on approaches to successfully dealing with FERC-related issues.
After joining Troutman Pepper, Dan advised clients on a variety of Federal Power Act issues including rate proceedings, market-based rates, mergers and other corporate issues, interlocking directorates, reliability, accounting, hydroelectric including headwater benefit fees and shoreline management plans, and FERC enforcement activities related to these requirements. Dan also advised natural gas pipelines on certificate compliance and shippers concerning shipper-must-have title requirements under the Natural Gas Act.
