John Brittinghams's practice concentrates on the regulation of nuclear energy, including issues arising before the United States Nuclear Regulatory Commission (NRC), United States Department of Labor, and state public utilities commissions.

Prior to attending law school, John served as a Submarine Officer in the United States Navy, where his work involved nuclear propulsion plant operations and maintenance. John’s operational experience with nuclear power combined with his study of physics and nuclear engineering allow John to quickly and efficiently provide legal advice and counsel to clients in the nuclear industry.

Representative Matters

John represents clients, including utilities, vendors, and nuclear fuel cycle facilities, in a wide variety of energy matters:

  • Assists utility clients with prudency determinations by state utility regulators, including utility operations, maintenance, and power plant construction;
  • Advises clients on a wide range of compliance matters involving federal law, state law, and industry standards, including research and advice on specific NRC requirements;
  • Represents clients in whistleblower litigation against nuclear facilities licensed by the NRC before the United States Department of Labor;
  • Conducts privileged and non-privileged investigations for clients in response to allegations submitted to the NRC and to internally-raised concerns;
  • Counsels clients on matters involving nuclear decommissioning trusts, including funding, management, and disbursements;
  • Assists clients with regulatory matters before the NRC Office of Investigations and the NRC Office of Enforcement.
