Laura Boorman is an associate in the firm's Environmental and Natural Resources practice. She focuses her practice on environmental compliance counseling, Brownfields redevelopment, transactional due diligence supporting the firm’s corporate and real estate practices, and enforcement defense. Laura counsels clients on application of a variety of federal environmental laws and their state counterparts in industries such as manufacturing, retail, transportation and railroad development, electric utilities, and surface mining.

While in law school, Laura worked as a legal intern for a nonprofit environmental organization focused on advocacy and litigation related to the health of the Chesapeake Bay and the watershed. She also served as a legal fellow with the Merhige Center for Environmental Studies at the University of Richmond School of Law. Laura was awarded the Charles T. Norman Award, the award given by the University to the best all-around graduating student as awarded by the faculty.

Representative Matters

  • Advising clients on transactions involving hazardous substances and waste, underground storage tanks (USTs) and state hazardous waste and petroleum cleanup programs.
  • Assisting developers with negotiation and implementation of Brownfields Agreements.
  • Representing electric utility trade association in preparation of public comments on EPA’s Definition of Solid Waste and Hazardous Waste Generator Improvement Rules.
  • Conducting environmental due diligence reviews on behalf of lenders, sellers, buyers and lessees in corporate and real estate transactions.
  • Counseling hard rock surface mining clients on the application of the National Environmental Policy Act (NEPA), the National Historic Preservation Act (NHPA), and the Endangered Species Act (ESA), and other environmental statutes in relation to the development of new mining projects and assisting them with procurement of relevant state and federal permits.
  • Counseling an electric power company on NEPA review and compliance for construction of a cross-border energy infrastructure project.
  • Advising a marine industry client on compliance with maritime environmental laws and the CWA and assisting with ongoing federal investigation for alleged criminal environmental offenses.
