Lisanne Crowley is a partner in the Energy practice at Troutman Sanders. She specializes in the federal regulation of natural gas, and represents a range of clients, including natural gas pipeline and storage companies, natural gas distribution companies ("LDCs"), energy marketing and asset management companies, and generation owners. She has extensive litigation experience before the Federal Energy Regulatory Commission ("FERC") and the U.S. Courts of Appeals, and has represented clients in administrative proceedings including ratemaking, certificates, complaints, restructuring/unbundling, rulemaking, and enforcement matters. In addition to individual representations, Lisanne has represented formal and informal groups of companies in energy regulatory litigation and policy advocacy matters.

In addition to litigation and policy advocacy, Lisanne counsels clients on energy regulatory issues that arise in commercial, strategic planning, and transactional matters. She drafts and negotiates commercial arrangements involving natural gas transportation, storage, asset management, and commodity transactions. Lisanne also assists clients in the development of energy regulatory compliance and training programs.

Representative Matters

  • FERC counsel for Northeast U.S. interstate natural gas pipeline company; recent matters include defense of NGA Section 5 rates complaint proceeding; defense of noise compliant proceeding; appellate proceedings involving new pipeline infrastructure permitting; regulatory and transactional matters involving capacity expansion projects, NGA Section 3/Presidential Permit proceeding, Standards of Conduct and other FERC compliance counseling.
  • FERC counsel for proposed Midwest U.S. greenfield interstate gas pipeline.
  • Represents natural gas gathering/processing companies in matters involving jurisdiction, certificate authority, FERC compliance.
  • Represents Hinshaw and NGPA Section 311 storage and pipeline companies in FERC limited jurisdiction certificate and compliance matters.
  • Represents natural gas utilities in matters pertaining to FERC regulation, including interstate pipeline, storage and LNG investments; NGA Section 7(f) and limited jurisdiction blanket certificates; NGA Section 4 pipeline rate proceedings; FERC complaint proceedings; rulemakings and other policy change proceedings; asset management arrangements.
  • Represents gas fired electric generators in negotiation of interconnections, gas pipeline service agreements, regulatory issues involving development of natural gas pipeline delivery infrastructure.
  • Represents clients in self-report, audit, investigation, and other FERC Office of Enforcement matters.
  • Represents energy trading and marketing companies in regulated transactions; interstate pipeline rate and tariff matters; jurisdictional asset transfers; and compliance matters.
  • Advises LNG developers on FERC and Department of Energy permitting, regulatory policy, and compliance matters.
