Kat advises utilities and independent power producers on regulatory issues before the Federal Energy Regulatory Commission (FERC) and on regulatory risks associated with FERC-jurisdictional infrastructure investments.
Kat focuses her FERC practice on energy market design and regulation, interconnection, market-based rate issues, cost-of-service rate issues, tariff disputes, and compliance issues. She represents clients in proceedings reviewing wholesale capacity market and rules, advises on interconnection queue reform issues, and represents utility clients in transmission and reactive rate cases at FERC and on appeal to the U.S. Court of Appeals for the District of Columbia Circuit. In addition, Kat advises clients on compliance issues associated with FERC's Standards of Conduct and the Public Utility Regulatory Policies Act.
Kat also counsels clients on regulatory risks associated with the purchase of, or investment in, FERC-jurisdictional infrastructure, including issues arising under section 203 of the Federal Power Act.
Kat previously worked as an appellate law clerk to the Honorable Douglas R.M. Nazarian, former chair of Maryland's Public Service Commission.
