Troutman Sanders Adds Veteran Litigator in Raleigh
Raleigh, N.C. – October 2, 2014 – Troutman Sanders LLP announced today that Chris Browning, the first Solicitor General for the State of North Carolina, has joined the firm as a partner in its Raleigh office. Browning joins the firm from Williams Mullen, where he led that firm’s appellate team.
Browning has extensive experience in the appellate area, arguing multiple times before the United States Supreme Court, as well as the United States Court of Appeals for the Fourth Circuit and the North Carolina appellate courts. He also brings other significant litigation experience, having handled matters in the energy industry, as well as a wide variety of complex commercial litigation, business torts, environmental disputes and governmental matters.
“Chris’ arrival is a great addition for our firm,” said Bill Withrow, chair of the firm’s Litigation Department. “He is not only a top-tier litigator with an excellent reputation as one of the go-to appellate lawyers in the market, but he also has experience with several of our key clients, which will only broaden the services we offer.”
“This is a time of extraordinary growth for Troutman Sanders in the Carolinas,” said Bill Scoggin, managing partner of the firm’s Raleigh office. “We have opened and rapidly grown our Charlotte office with premier lawyers in the market. Now, the addition of Chris to our Raleigh office is a very significant expansion of our regional and national litigation capabilities.”
Browning served as Solicitor General for seven years, where he established the founding policies for that office’s review and management of all civil appeals involving the State of North Carolina. He also worked closely with virtually every division and section within the North Carolina Department of Justice, as well as numerous general counsels and agency heads within the executive branch of North Carolina state government.
“I am very excited to be joining the firm at this time of rapid growth,” said Browning. “The opportunity to collaborate with the team in Raleigh and in Charlotte was an opportunity that I could not pass up. I am looking forward to contributing to the continued expansion of Troutman Sanders’ practice in the Carolinas.”
Browning received both his undergraduate and law degrees from the University of North Carolina. He is among the first attorneys certified as an appellate practice specialist by the North Carolina State Bar Board of Legal Specialization. He is a past-chair of the Appellate Rules Committee for the North Carolina Bar Association and serves on the Section Council of the North Carolina Bar Association’s Appellate Practice Section. He has also taught appellate practice at Duke University School of Law as a Senior Lecturing Fellow.
