David Ross and Anna Wildeman, the two top officials in EPA's water office during the prior administration who now practice law at Troutman Pepper, charged that EPA used its "approval authority to force its own policy choices and risk preferences onto Washington State, which violates the spirit of the [CWA's] cooperative federalism and statutory structure of state primacy over water quality standards."
