Florida Water Credits Would Fight Pollution
Richmond associate T.J. Mascia was quoted in a January 12 Orlando Sentinel article about Florida wanting to enact a state-wide water credit program to curb pollution. The proposed program would allow regulated entities to meet permit limits by paying entrepreneurs for credits derived from voluntary pollution reduction projects. Per the paper, T.J. said at least four states, including his, have full-fledged programs, while several more, including Florida, have pilot projects.
“It can be a very elegant solution to a complex problem,” he said.
Last year, a team of attorneys from Troutman Sanders, including T.J., Brooks Smith, Shannon Varner, Andrea Wortzel and Brent Fewell, with assistance from Jerry Samford and Amanda Arwood, helped establish the National Water Quality Trading Alliance for businesses, governments and nonprofit organizations.
