Out-of-network providers can surprise both healthcare payors and patients with astronomical medical bills. California has been attempting to address the issue since the 1990s through a patchwork of laws that limit the out-of-network provider’s charges and prevent balance billing to patients (i.e., the practice of billing patients for the difference between what the healthcare plan pays and full billed charges).
