Steve is a partner in the Energy section whose practice focuses on the state regulation of electric utilities. He works on a wide range of matters, from construction and cost recovery strategies for new generation facilities, including nuclear, to the analysis, valuation and procurement of renewable energy and distributed energy resources. He also represents electric utilities in rate cases, fuel cost recovery matters, and integrated resource planning proceedings. A former litigator, Steve also has significant litigation and trial experience, predominantly in environmental matters, but also including construction and general civil and commercial matters as well.

State Regulation of Utilities Matters

  • Counsel for Georgia Power in rate cases, fuel cost recovery proceedings, and integrated resource planning proceedings before the Georgia Public Service Commission.
  • Counsel for Georgia Power in matters related to the construction of new supply side resources, including new nuclear generation.
  • Represents electric utilities in matters related to the analysis, valuation and regulation of renewable energy and distributed energy resources.

Environmental and Toxic Tort Litigation Matters

  • Represented a major utility in litigation with the EPA over alleged violations of the New Source Review requirements of the Clean Air Act.
  • Represented permit holders in challenges to permits issued pursuant to the Clean Air Act, Clean Water Act, Shore Protection Act, and other statutes.
  • Represented commercial real estate developers, landowners and manufacturing facilities in litigation over property contamination and devaluation claims.
  • Represented corporate and governmental entities in RCRA citizen suits.
  • Obtained favorable results for state agencies in litigation under the National Environmental Policy Act and the National Historic Preservation Act.

Construction Litigation Matters

  • Represented large utility companies in litigation related to the construction of coal-fired and nuclear power plants.
  • Represented boiler manufacturer in litigation over the supply and construction of a coal-fired utility boiler.
  • Represented equipment supplier in disputes related to equipment sold to various power plants.
  • Lead counsel to an international architectural firm in a successful arbitration proceeding against a general contractor for damages for breach of contract.

Civil and Commercial Litigation Matters 

  • Lead trial counsel in litigation involving banking and mortgage fraud disputes.
  • Trial counsel in litigation over fiduciary duties in a trust and accounting dispute.

Speaking Engagements

  • Has moderated and participated on numerous panels on topics related to the valuation and regulation of renewable energy and distributed energy resources.
