Troutman Pepper Locke’s Josh Kaplowitz will present on the “Permitting in Flux – Navigating Federal Policy Shifts in Energy Infrastructure Development” panel at the Renewable, Energy Transition, and Electricity Law Section of FNREL’s Annual Institute in Seattle, Washington. The panel will take place on Friday, July 24, from 4:30 to 5:30 p.m. PT.

The presentation will examine the growing uncertainty in energy infrastructure permitting created by rapidly changing federal policies. Using recent abrupt stop-work orders on offshore wind projects as a case study, the session will highlight how sudden regulatory reversals disrupt project timelines, financing, and stakeholder confidence. The panel will analyze developers’ responses—including litigation strategies, contractual claims, and schedule delay assessments—to illustrate the legal and commercial risks inherent in today’s permitting environment. The discussion will also contrast offshore wind permitting uncertainty with the more established regulatory frameworks governing offshore oil and gas development.
