Troutman Pepper Locke publishes the annual Excess and Surplus Lines Laws Manual, a comprehensive legal reference covering the surplus lines laws and regulations of all 50 U.S. states and territories. The 2026 edition reflects the latest statutory and regulatory changes, including direct procurement laws, frequently asked questions, and access to weekly surplus lines update services. The manual is freely available to download in PDF format and is edited by John Emmanuel and Zachary Lerner.
