David Dove, a Troutman Pepper Locke LLP attorney who previously served as Kemp’s executive counsel, told Law360 that the failure of the two data center bills is a significant about-face from lawmakers’ previous efforts.

“When the General Assembly passed a pause to the credit last year, there was widespread concern that Georgia was going to pump the brakes on its investment in this space,” Dove said. “I think the fact that, to the extent that you [did] not see any data center bills pass out of the General Assembly by Crossover Day, is very indicative of a 180-degree turn from where [the Legislature] was last year.”
