Dave Navetta, a partner in Troutman Pepper Locke’s Privacy + Cyber Practice Group, was quoted in the January 7, 2026 Privacy Daily article, “Privacy Lawyers Predict Differing Outcomes in States Following AI Executive Order.”

  • In the states, AI regulation will be “more of a laissez-faire approach for a period of time,” so as “not to kill the baby before it gets out of the cradle,” said Dave Navetta, a privacy lawyer at Troutman.
  • This stems from the thinking that the U.S. will “fall behind” if it overregulates, Navetta said. The idea is “China can do whatever” it wants on AI because of its authoritarian government, and the U.S. shouldn’t fall behind because of this.
