The Virginia Clean Economy Act (VCEA), enacted in 2020, initiated sweeping changes to the Commonwealth’s energy sector. Among many other things, the VCEA requires the gradual retirement of carbon-emitting electric generating units, creates a mandatory renewable portfolio standard, and requires the construction of thousands of megawatts of solar, wind and energy storage assets.
