Tim McHugh, a partner with Troutman Pepper Locke, was quoted in the November 4, 2025 USA Today Veteran Affair’s Special Edition article, “Still Fighting: After High Court GI Bill Victory, Army Vet Perseveres.”

  • That progress has been slow, at best. In the wake of the October decision, Rudisill and his pro bono attorneys say he still hasn’t received the benefits the Department of Veterans Affairs (VA) was ordered to provide him. While they’ve mounted a new appeal related to how the VA should recognize the Supreme Court decision in Rudisill’s case, they’re also hearing from more veterans who continue to fight the system to receive the benefits they believe they’re owed, says Tim McHugh, an attorney with Troutman Pepper Locke who has been part of the team representing Rudisill since 2015.
  • We’ve heard from plenty of older folks, though, that have said we’ve gotten our benefits restored. … Those are folks that seem to pretty clearly have some sort of break in service. So that is gratifying,” McHugh says. “That is great, but there’s still more fight to be had.”
