Jay Dubow, a partner in Troutman Pepper Locke’s White Collar Litigation + Investigations Practice Group, was quoted in the October 17, 2025 Global Investigations Review article, “US Government Shutdown Starts to Hit Cases, Agencies.”

  • “The normal, routine investigations are just being delayed,” said Jay DuBow, a former Securities and Exchange Commission (SEC) enforcement lawyer now at Troutman Pepper Locke in Philadelphia, in an interview with GIR. “Testimony, documents – they’re all delayed because there’s no one there to address issues.”
  • DuBow, who said he is involved in several ongoing matters involving the SEC, said individual judges almost always grant motions to extend deadlines or reschedule hearings, but the exact policies vary from court to court.
  • In the meantime, he said, the shutdown’s impact on him hasn’t been huge.
  • “Fortunately for me, my practice has several different areas,” he said.
