Jay Dubow, a partner in Troutman Pepper Locke’s White Collar + Government Investigations Practice Group, was quoted in the February 25, 2025 FundFire article, “Uyeda Pledges to Bring ‘Normalcy’ to SEC.”

“If they reduce the size of the SEC, and certainly if they reduce enforcement, then there’ll just be fewer and fewer cases,” said Jay Dubow, a partner at Troutman Pepper Locke and former branch chief in the SEC’s enforcement division. “I think the SEC is going to find itself being reduced in size, so it could result in asset managers being examined less frequently than they have been.”

“A lot of these cuts and changes will… have a negative impact on morale within the staff,” Dubow said.

“Does this mean things like enforcement or litigation need to get run by the [White House]?” Dubow asked. “It’s unclear. That could be something that really slows things down in a lot of ways … because it’s just another layer of bureaucracy.”
