RICHMOND – Troutman Pepper Locke partner Brooks Smith has been named to the Virginia Law Foundation’s (VLF) 2026 Class of Fellows. Nominated by their peers and selected by the Fellows Committee, each VLF Fellow must exhibit integrity and character, uphold the highest professional standards, and be outstanding community members, distinguished in the practice of law.

Smith joins more than 800 VLF Fellows who play a vital role in advancing VLF’s mission to promote, through philanthropy, the rule of law, access to justice, and law-related education. The class of 2026 includes former bar leaders, nonprofit directors and volunteers, educators, dedicated judges, and public servants.

Nationally recognized in environmental law, Smith is a member of Troutman Pepper Locke’s Environmental and Natural Resources Practice Group and serves as managing partner of the firm’s Richmond office. He is involved in cutting-edge environmental and natural resources matters in Virginia and across the U.S., including litigation, enforcement defense, project development, and compliance counseling. Smith defends clients on scores of permit appeals, citizen lawsuits, environmental tort claims, and agency enforcement actions. In addition to his litigation experience, he is a trusted advisor to clients in the development of major projects, including manufacturing facilities, mines, pipelines, solar and wind facilities, and other energy infrastructure, as well as the development and implementation of a range of compliance assurance programs.
