Abbey provides strategic counsel to pharmaceutical, health care, technology, energy, and retail companies responding to internal and government inquiries alleging individual or corporate misconduct, including violations of the False Claims Act (FCA), the Anti-Kickback Statute (AKS), and the Foreign Corrupt Practices Act (FCPA). Abbey takes a thoughtful and deliberate approach to investigating allegations of fraud, conflicts of interest, bribery, or other misconduct, helping each client make informed and practical decisions.
Her depth of experience in the False Claims Act — from the first knock on the door through declination decisions and to litigation — allows Abbey to position cases for a successful resolution. She regularly analyzes and argues the most complex and quickly evolving legal issues related to the FCA, keeping clients abreast of developments relevant to their legal and strategic goals.
Responsiveness and proactivity are central to Abbey's approach to client service, and she views advising on compliance best practices as a foundation of her practice. With a view toward practical and achievable objectives, Abbey counsels clients on how to structure their compliance programs and practices to align with Department of Justice and Securities & Exchange Commission expectations.
Abbey focuses her pro bono efforts on election protection, regularly managing the Pennsylvania hotline for the Lawyers' Committee for Civil Rights under the Law. She is also a board member of the Committee of Seventy, a nonpartisan organization that seeks to promote free and fair elections and good government, and she sits on the advisory board of the Temple Law School Center for Compliance and Ethics.
Before joining the firm, Abbey was a law clerk to the Hon. Harvey Bartle III of the U.S. District Court for the Eastern District of Pennsylvania.
