Adrienne provides regulatory and transactional advice to clients involved in the generation, marketing, and transmission of electric energy. She largely practices before the Federal Energy Regulatory Commission (FERC), especially regarding matters arising under the Federal Power Act (FPA) and the Public Utility Regulatory Policies Act of 1978 (PURPA). In this capacity, Adrienne regularly advises clients on compliance and business issues implicated in transmission- and interconnection-related agreements.

In addition to assisting clients in FERC matters, Adrienne advocates for clients in various rate case and tariff-related proceedings before, and disputes involving, the Bonneville Power Administration, CAISO, and other ISOs/RTOs across the U.S., as well as the U.S. Court of Appeals for the Ninth Circuit, to help protect client commercial interests and transmission rights. Regardless of the venue or issue at hand, Adrienne’s goal is to efficiently translate complex energy issues into understandable and actionable advice.

Adrienne is the office managing partner of the firm’s Portland office. Prior to joining the firm, Adrienne served as a judicial clerk to Oregon Supreme Court Justice Jack L. Landau. Adrienne also worked as a senior research associate for the Sustainable Energy Initiative at The George Washington University Law School, during which time her research and published scholarship explored utility integrated resource planning and ratemaking reforms.

  • Led outside counsel team in negotiating multiple contracts and obtaining key federal energy regulatory approvals to facilitate a utility client’s joint ownership of a planned regional transmission project valued at more than $1 billion.
  • Successfully defended a utility client against a complaint filed at FERC, alleging noncompliance with transmission service preemption and competition requirements.
  • Represented a utility client in efforts to form a regional transmission planning entity.
  • Represented a utility client in negotiating and executing a multiparty agreement involving unscheduled transmission flow mitigation procedures across the Western Interconnection.
  • Represented a utility client in FERC Order No. 845, 845-A compliance, and overall interconnection-related matters, including interconnection queue reform.
  • Advocated for an energy storage client in various FERC proceedings regarding market policy and resource adequacy issues, which clarified the client’s contractual rights and market opportunities.
  • Researched and drafted various motions and briefs before the U.S. Courts of Appeals in the Ninth and District of Columbia Circuits in connection with multimillion-dollar litigation matters that involved complex energy market, transmission, and construction law issues.
