  • Provides comprehensive and targeted counsel on electric regulatory matters helping clients develop, modify, and implement strategic business objectives.
  • Represents clients before state public service commissions in base rate cases, integrated resource plans (IRPs), fuel cases, and construction monitoring proceedings.
  • Develops, drafts, and conducts utility scale and distributed generation requests for proposals (RFPs) for renewable resources and secures subsequent resource certification before the Georgia Public Service Commission.
  • Advises utility clients from start to finish on the development, assessment of regulatory risk, procurement of necessary regulatory approvals, and implementation of various renewable, energy efficiency, electric vehicle, and other utility customer programs.
  • Creates, negotiates, and manages renewable energy power purchase agreements, transmission- and interconnection-related agreements, REC purchase agreements, fuel procurement contracts, railcar leases, and coal by-product service agreements for various local power plants.

Allison also helps clients nationwide handle regulatory issues relating to the Public Utility Regulatory Policies Act of 1978 (PURPA) including analysis of utility-avoided cost rates and methodologies. Allison also supports utility clients in proceedings at the Federal Energy Regulatory Commission in matters arising under the Federal Power Act and PURPA.

In her pro bono work, Allison works with Georgia Appleseed to advocate for foster children in school disciplinary tribunals.

  • Advised Georgia Power in matters related to the construction and cost recovery of new supply-side resources, including new nuclear generation.
  • Counsels utility clients on creating competitive RFPs and pro forma contracts, negotiating with the winning bidders, and securing resource certification to ensure cost recovery by the state public service commission.
  • Provided general legal and strategic analysis of state regulatory requirements for mergers and assisted in the state proceedings to obtain regulatory approvals in the merger of Southern Company and AGL Resources in five jurisdictions.
