Amie is the firm’s managing partner, helping to lead the firm’s strategic and operational initiatives. In that role, she draws on her experience as a practice group and department leader, as well as decades of work in private practice.

She counsels and guides clients such as electric utilities, holding companies, investors, developers, and other market participants on all aspects of electricity regulation.

Amie’s particular focus is on transmission-related issues, including transmission rate cases, interconnection issues, FERC regulations related to Standards of Conduct (SOC), and national and regional reliability standards. In addition, she regularly provides guidance on FERC’s market-based rate program, the Public Utility Regulatory Policies Act of 1978 (PURPA), and FERC’s QF and EWG regulations.

Amie co-leads the firm’s Management Team and is a member of the Policy Committee.

  • Served as lead counsel in cost-of service transmission rate cases and on several depreciation rate filings.
  • Counseled multiple transmission owners on formula rate design and associated protocols and compliance.
  • Led the review of transmission transactions and compliance with OATT and FERC regulations. Counseled utilities regarding interpretation and implementation of the utilities’ open access transmission tariffs.
  • Provided counsel and assistance to several utilities with audits and investigations by FERC’s Office of Enforcement (formerly the Office of Market Oversight and Investigations) regarding compliance with FERC’s Standards of Conduct, Code of Conduct, and OASIS regulations and compliance with the utilities’ open access transmission tariffs.
  • Provided regulatory advice on multiple tax equity financings.
  • Defended a utility in complaint regarding transmission queuing practices.
  • Provided advice to utilities on FERC’s incremental pricing policy including filing of a transmission service agreement with incremental pricing.
  • Reviewed and negotiated interconnection agreements for several investor-owned utilities and developers.
  • Counseled utilities and developers regarding the implementation of FERC’s Large Generator and Small Generator Interconnection Procedures and the modifications to such requirements.
  • Regulatory counsel to utilities before a FERC administrative law judge; including taking depositions, drafting testimony, and drafting briefs.
  • Represented one of the nation’s largest banks in the financing of a 55MW utility-scale solar facility (approximately $250 million in value) in New Mexico. The bank provided the construction financing and will provide the long-term financing.
  • Counsel to electric utilities regarding regulatory compliance best practices.
  • Provided counsel to utilities involved in regional transmission organization (RTO) and independent system operator negotiations.
