Andrew advises on public-private partnerships, public procurement, and commercial law matters, with a particular focus on energy infrastructure and development. He represents government entities and works alongside private-sector energy companies – including utilities, independent power producers, and project developers – in both domestic and international contexts. His practice draws on experience across the full arc of public-private partnerships (PPPs) and procurement work — from legal framework design and gap analysis to transaction structuring, contract execution, and regulatory compliance for energy projects.
Before joining Troutman, Andrew was an attorney in the U.S. Department of Commerce’s Contract Law Division, where he provided legal counsel on large-scale federal procurements. He is a Certified APMG PPP Professional (CP3P).
