Casey represents clients before the Public Utility Commission of Texas (PUCT), the Electric Reliability Council of Texas (ERCOT), and other state and federal regulatory bodies. He advises on compliance matters, utility rate and certification cases, and project approvals, and brings deep experience in structuring energy deals that involve tax equity financing, renewable development, and behind-the-meter supply arrangements. Casey also supports clients with regulatory due diligence for M&A transactions and infrastructure investments across the ERCOT footprint.

Casey’s background as a former administrative law judge with the Texas State Office of Administrative Hearings informs his unique perspective on contested case litigation and regulatory risk. His insight into the Texas regulatory process enables him to anticipate challenges and develop practical, business-oriented solutions.

  • Served as co-lead regulatory counsel for vertically integrated electric utility clients in contested certification proceedings before the PUCT for new dispatchable and renewable electric generation facilities, obtaining favorable orders of approval for the projects’ construction and operation.
  • Represented electric utilities in ratemaking and fuel reconciliation contested proceedings and applications for approval of renewable power purchase agreements.
  • Guided investors and major renewable energy developers through regulatory due diligence for the acquisition of multiple energy assets in Texas.
