Conor focuses his practice on health care regulatory compliance, fraud and abuse defense, and complex health care litigation. He represents medical facilities, health care contractors, and providers in matters involving the False Claims Act, Anti-Kickback Statute, Stark Law, HIPAA, and Medicare/Medicaid reimbursement and CMS regulations. Conor has defended health care providers in criminal abuse and neglect prosecutions and related federal and state investigations, and counsels clients on acquisitions, corporate structuring, and risk mitigation strategies to protect key personnel and preserve assets.
Before joining the firm, Conor practiced at two law firms, where he developed experience in health care regulatory defense, complex litigation, and high-stakes negotiations. He also brings firsthand compliance experience from his time as a corporate compliance analyst at UPMC, where he negotiated physician consulting contracts, investigated HIPAA privacy breaches, and advised on clinical trial compliance under FDA and HHS regulations — a background that informs his practical, business-minded approach to client service.
