Before joining the firm, Frank was a partner and co-chair of the construction law practice at a law firm in New York. Before that, he was executive vice president and general counsel of Judlau Contracting, Inc., the U.S. subsidiary of a multinational heavy civil construction firm specializing in public works projects.

  • Prepared, submitted, and negotiated multimillion-dollar claims on behalf of the construction companies against municipal owners for delay damages, change orders, disputed work and design issues.
  • Managed outside counsel on contract disputes, union grievances, and labor law claims.
