Fred draws on his power systems engineering background, his time at FERC as both a trial attorney and a legal advisor to a commissioner, and his transactional and regulatory experience gained in private practice to inform his approach.

Fred applies his broad range of technical, industry, and legal experience to counsel investor-owned utilities, independent power producers and transmission companies, energy marketers, large industrial consumers, financial institutions, natural gas pipelines, shippers, and other service providers, on matters involving project development, navigating complex transactions, and the full range of regulatory matters before FERC, the North American Electric Reliability Corporation, and state regulators.
He has extensive experience with RTO/ISO market rules and issues under the Federal Power Act, Natural Gas Act, Public Utility Regulatory Policies Act, Public Utility Holding Company Act, and Natural Gas Policy Act.
Prior to joining the firm, Fred served as a senior associate at an international law firm.
