Overview

Before retiring, Harold was a tax lawyer with a wide range of experience in both transactional and controversy matters.

In the federal tax area, Harold’s practice embraced corporate tax planning, including mergers and acquisitions; partnerships; choice of entity planning; closely-held and family business matters, including business succession planning; real estate transactional planning; gift, estate and generation-skipping tax planning; and general tax planning for individuals. He also had extensive experience representing tax exempt organizations and in charitable planning. 

His state and local tax practice included issues involving Virginia income, bank franchise, sales and use, property, and business license taxes. 

He also had extensive tax litigation experience, including experience in federal District Courts and Courts of Appeal, U.S. Tax Court, U.S. Court of Federal Claims and all Virginia courts, and also handled rulings, audits, and appeals with the Internal Revenue Service and Virginia Department of Taxation. In addition to Harold’s civil tax litigation practice, he represented taxpayers in connection with criminal investigative matters and tax fraud litigation.
