Holly is an energy associate, who focuses her practice on advising on state utility regulatory matters in both the energy and water utility sphere. She previously worked as assistant general counsel for the North Carolina Department of Environmental Quality, where she provided legal guidance on issues arising under state and federal law, reviewed grant eligibility for potential municipal projects, and evaluated the effect of pending state legislation on division operations and responsibilities.

While in law school at Wake Forest University School of Law, Holly served as the editor-in-chief of the Wake Forest Law Review. Prior to attending law school, Holly received her bachelor’s degree in environmental studies with a minor in political science from the University of South Carolina Honors College.
