Jackie focuses her practice on energy regulation, advising electric and gas utilities, independent power producers, renewable developers, and other market participants on matters before the Federal Energy Regulatory Commission (FERC) and state utility commissions. She helps clients secure regulatory approvals under the Federal Power Act, maintain compliance with FERC’s market-based rate and reporting requirements, and navigate RTO/ISO tariff rules and market-behavior standards. Jackie also represents clients in FERC and NERC investigations, audits, and self-reporting matters, as well as in settlement proceedings and administrative litigation.

In addition to her regulatory work, she supports energy-sector transactions by conducting due diligence and advising on FERC-related considerations. Jackie regularly prepares client alerts, compliance materials, and presentations on emerging issues affecting the energy industry.

Before joining the firm, Jackie practiced in energy regulatory groups at two law firms. She also served in legal roles with Bayer AG, the Tennessee attorney general’s office, and several New York-based organizations.

  • Represents electric and gas utilities, storage providers, and independent power producers in regulatory and administrative matters before FERC and state commissions.
  • Prepares FERC filings, including comments, applications, motions, and compliance submissions under FPA Sections 203, 204, and 205.
  • Advises on accounting, interlocking directorate, PURPA QF, and EWG issues under federal energy statutes.
  • Counsels clients on FERC market-based rate compliance, including Order No. 860 reporting.
  • Handles FERC and NERC investigations, audits, and settlement discussions.
  • Conducts regulatory due diligence for energy transactions and financings.
  • Develops compliance trainings, alerts, and presentations for energy-sector stakeholders.
