Jeff helps clients manage all aspects of their federal, state, and local government affairs and regulatory compliance, including most recently before the FCC, NTIA, USDA, and state public utility commissions (PUCs). He assists clients with FCC and state telecommunications licensing and handles federal and state approvals for various corporate transactions, including mergers and acquisitions, debt issuances, financings, and other complex arrangements.

Jeff has successfully navigated numerous matters before the Committee on Foreign Investment in the United States (CFIUS) and the Committee for the Assessment of Foreign Participation in the United States Telecommunications Services Sector. He advises electric utility and other clients on fiber infrastructure monetization, wireless licensing, spectrum leasing and roaming arrangements, and submarine cable licensing.  He also advises software as a service (SaaS) providers with U.S. and foreign robocalling and other consumer protection rules, privacy and data protection regulation, and other related requirements.

Before joining the firm, Jeff served as Vice President and Deputy General Counsel of Government Affairs for Uniti Group Inc. and its subsidiary fiber network broadband companies, where he oversaw all aspects of regulatory compliance, interconnection, and other carrier-related matters. Jeff also advised on numerous complex corporate transactions in this role, coordinating with the M&A team on several sale-leaseback transactions, short- and long-term financings, asset backed security arrangements, asset acquisitions and divestitures, and equity deals. He managed the legal administration of several of the company’s triple-net leases and related transactional agreements, such as indefeasible rights of use (IRUs) and asset purchase agreements, and oversaw the administration of various leased property matters, including easements, fiber moves, interconnection, property sales, and pole attachment and conduit matters. Jeff oversaw the legal compliance for the company’s participation in federal universal service and related subsidy programs (including the FCC E-Rate and Rural Healthcare programs). Additionally, he managed the company’s ESG program, and has significant hands-on experience navigating various common ESG-related reporting standards.

Throughout his career, Jeff has co-authored numerous trade articles and client advisories, providing valuable insights into VoIP and submarine cable regulation, and other advanced services.
