Jeremy is an Atlanta-based insurance attorney who advises on captive insurance, reinsurance, insurance holding company transactions, and pharmacy benefit manager (PBM) regulation. He brings 15+ years of state insurance regulatory and government experience, most recently as executive counsel to the Georgia Insurance and Safety Fire Commissioner. In that role, he oversaw the office’s legal, reinsurance, and captives divisions and helped develop the 2025 state legislation expanding permissible business lines for Georgia-domiciled captives. Jeremy also directed the commissioner’s legal review of insurance holding company transactions, including Form A and Form D filings.
Jeremy has experience with regulatory inquiries, consumer complaints, and examinations across rate filings, underwriting, claims handling, and producer licensing. While with the Georgia insurance commissioner, he represented the state in 15+ administrative hearings.
Jeremy also has experience advising businesses, nonprofits, and political organizations on regulatory compliance, entity formation, and Georgia legislative and regulatory strategy. Earlier in his career, Jeremy advised a national health care association on a 50-state legislative and regulatory program and served six years as a policy analyst for Georgia House legislative committees.
