Judith’s pro bono practice focuses on veterans and low-income seniors with obtaining estate documents, such as wills, powers of attorney and advance health care directives. She also serves as a mentor to other attorneys who draft estate documents for low-income or special-needs populations.
Before retiring, Judith advised major utilities concerning regulatory and transactional issues, with a primary focus on renewable energy. She assisted clients with developing and implementing new programs, including many utility-scale and distributed generation energy and capacity requests for proposals (RFPs) for traditional and renewable resources. Judith also helped clients obtain the required certification of new resources and power purchase agreements before the Public Service Commission. She advised on state and federal policies, including the Public Utility Regulatory Policies Act of 1978 (PURPA), and drafted and managed Qualifying Facility (QF) power purchase agreements.
Judith is a fellow of The Pepper Center for Public Service. The Pepper Center draws on the talents of the firm’s retired partners and senior attorneys to wrestle with tough problems facing our communities. Through the Center, these attorneys study, analyze and work to resolve problems that affect the lives of people in our communities.
