Kelly is an experienced litigator with nearly two decades of experience in both private practice and public service. She helps her clients navigate enforcement exposure, regulatory and statutory compliance risk, and complex litigation, including disputes arising under federal consumer protection and financial fraud frameworks.
Kelly’s extensive and varied litigation background means that she skilled in not just all aspects and phases of the litigation process but also in helping her clients reduce litigation exposure before it develops. Her government service provides her with a firsthand understanding of how agencies build and pursue civil actions against regulated entities. Her enforcement experience, including False Claims Act investigations, informs her work advising clients today. Kelly’s practice spans the full enforcement and litigation cycle: from prelitigation compliance program review and risk assessment through government investigations, and civil investigative demands, to individual and class action defense. She also has extensive experience defending entities and individuals against tort, employment discrimination, constitutional, and statutory claims.
Before joining the firm, Kelly served as assistant U.S. attorney in the District of Maryland, representing the United States and its agencies and employees in civil matters in Maryland state and federal courts as well as the U.S. Court of Appeals for the Fourth Circuit. Before that, she was an assistant attorney general in Maryland. Kelly began her career in private practice handling commercial, product liability, insurance coverage, ERISA, class action, and multidistrict litigation matters for corporate clients.
