Maureen C. Sullivan

Maureen works in the firm’s Public Finance practice, where she concentrates on municipal bond law with decades of experience serving as bond counsel to cities, towns, and districts, primarily in New England. She represents municipalities in connection with both competitive and negotiated general obligation bonds and bond anticipation notes, reviewing borrowing authorizations for compliance with local, state, and federal law, preparing closing documents, and reviewing disclosure materials. Maureen also has experience guiding municipalities through financings structured through the Massachusetts Clean Water Trust and the Massachusetts Water Resource Authority, helping communities fund water, sewer, and other critical public infrastructure projects.
