Representative Matters

Michael works on a variety of state regulatory and litigation matters, including ratemaking proceedings, integrated resource planning, trade secret issues, prudency review, nuclear plant cost recovery, and appellate matters. He assists with all aspects of regulatory proceedings — including initial applications and pleadings, drafting of testimony, management of discovery issues, witness preparation and strategy, representation at hearings, and post-hearing briefing. Michael also has experience drafting and negotiating documents related to the development and construction of energy infrastructure assets.

Michael began his legal career at the Supreme Court of Georgia as the inaugural law clerk for Justice Shawn Ellen LaGrua, providing him with an understanding of Georgia’s highest judicial body and the state’s appellate courts. This experience helps him to analyze complex legal positions, draft comprehensive briefs and pleadings, and advocate on behalf of clients at the highest levels of state government.

  • Represents major utilities in various regulatory proceedings before the Florida Public Service Commission, Georgia Public Service Commission, Michigan Public Service Commission, North Carolina Public Utilities Commission, and South Carolina Public Service Commission.
  • Advised and represented Georgia Power in the construction monitoring and cost recovery of nuclear plant generation.
  • Drafted multiple rounds of post-hearing briefing on behalf of a Midwestern natural gas utility before the Michigan Public Service Commission.
  • Represented a Southwestern public utility in the negotiation of an electric facilities agreement relating to the construction of significant energy infrastructure assets.
  • Obtained dismissal in Georgia superior court of a constitutional lawsuit on behalf of the City of Mableton, Georgia in Georgia superior court, and successfully obtained affirmance in resulting appeal from the Supreme Court of Georgia. See White v. City of Mableton, 320 Ga. 685, 911 S.E.2d 570.
  • Represented a pediatric professional corporation on appeal to the Supreme Court of Georgia.
