Representative Matters

Monica focuses her practice on energy regulatory matters, representing natural gas pipelines, electric cooperatives, municipal utilities, and renewable energy developers in matters before the Federal Energy Regulatory Commission (FERC) and state regulators. She provides litigation support in FERC rate proceedings and advises on compliance with the Federal Power Act, the Natural Gas Act (including Section 7 abandonment authorizations), and related federal statutes.

Monica’s experience also includes drafting engineering, procurement, and construction (EPC) agreements; energy project permitting; negotiating leases for solar and battery storage facilities; filing utility easements with local jurisdictions; managing interconnection applications with the respective utility; and submitting utility-scale facility bids in response to state requests for proposals.

  • Provide litigation support in rate case proceedings before FERC under the Federal Power Act (FPA) and Natural Gas Act (NGA).
  • Advised natural gas pipelines on compliance with FERC abandonment authorizations under Section 7 of the NGA, including procedural requirements and risk considerations.
  • Represented utility-scale solar developers before the Connecticut Siting Council.
