Tim has extensive experience with both California and federal environmental permitting programs and has successfully represented clients in state and federal courts and before state administrative agencies, including the California State and Regional Water Boards, Cal/OSHA, and the California Advisory Committee on Geographic Names. For three decades he has been a trusted advisor to manufacturers, energy companies, insurance companies, and other regulated entities regarding complicated environmental, health, and safety issues including RCRA compliance and enforcement defense, permitting under the Clean Air Act and Clean Water Act, Process Safety Management investigations, California’s Prop 65 compliance and defense, environmental insurance matters, CERCLA cost recovery and contribution, OSHA enforcement, and corporate due diligence. Recently he has helped clients develop strategies to comply with new and emerging greenhouse gas and climate-related reporting requirements.
In his government service, Tim excelled as special litigation counsel and deputy general counsel at the Presidio Trust, collaborating with U.S. DOJ to resolve environmental litigation and advising on a spectrum of environmental, health, safety, and natural resource issues.
