Troy is an accomplished litigator who has represented and defended clients across a wide range of complex, high-stakes disputes at both the trial and appellate levels. He has represented technology companies, business executives, law firms, investment funds, high-ranking federal officials, international non-profits, and asylum seekers. Troy draws on his broad litigation experience to advise clients before litigation arises, while claims are pending or threatened, and leading up to and through trial and appeals.

Troy has helped clients prevail on or resolve claims spanning a wide variety of allegations, including trade secret misappropriation, legal malpractice, antitrust, business torts, fraud, defamation, and more. He has also advised clients facing various forms of government investigations, including investigations by the DOJ, the SEC, and Congress.

Troy also maintains an active pro bono practice. He first-chaired a three-day pro bono asylum hearing on behalf of a detained Afghan asylum seeker fleeing the Taliban. Additionally, Troy prevailed on a pro bono appeal to the U.S. Court of Appeals for the Third Circuit, resulting in a reversal and remand on behalf of another asylum seeker fleeing MS-13 in El Salvador.

  • Represented a global CPU manufacturer in multidistrict litigation related to alleged security vulnerabilities, resulting in the dismissal of all claims with prejudice at the pleading stage, a ruling that was affirmed on appeal to the United States Court of Appeals for the Ninth Circuit.
  • Defended a national water treatment company against trade secret misappropriation claims totaling more than $150 million.
  • Represented a major semiconductor designer and technology company in broad-ranging litigation involving antitrust, breach of contract, and patent matters brought by its largest supplier and the FTC. The cases resulted in a favorable settlement after opening statements and ultimately a win before the U.S. Court of Appeals for the Ninth Circuit.
  • Represented a major technology company in protecting valuable trade secrets misappropriated by a former employee. The case resulted in a stipulated temporary restraining order and ultimately a stipulated permanent injunction.
  • Served as national counsel for a water treatment company defending against tortious interference claims in state and federal courts across the U.S.
  • Represented asylum seeker fleeing life-threatening gang violence in El Salvador before the U.S. Court of Appeals for the Third Circuit. The appeal resulted in a stay of the asylum seeker’s order of removal and remand to the Board of Immigration Appeals.
  • Represented detained Afghan asylum seeker who was fleeing the Taliban. After a three-day hearing involving fact and expert testimony, asylum was granted.
