Viktoriia's practice includes a mix of federal and state environmental litigation, regulatory compliance advice, and transactional work. Her recent, noteworthy work includes bringing a citizen suit under the Clean Air Act (CAA) and the Resource Conservation and Recovery Act (RCRA), as well as assistance with high-profile litigation under the National Environmental Policy Act (NEPA) and the Endangered Species Act (ESA). Viktoriia has extensive experience representing clients in both challenging and defending agency administrative decisions and environmental permits under the Virginia Administrative Process Act. Additionally, she has litigated matters under the Virginia Freedom of Information Act.
Viktoriia's regulatory work includes counseling clients on issues related to compliance with federal environmental statutes and implementing regulations, including RCRA, ESA, Clean Water Act (CWA), Emergency Planning and Community Right-to-Know Act (EPCRA), and others. She routinely advises clients on environmental permitting and compliance, including reporting requirements, and represents clients in enforcement proceedings. A significant aspect of Viktoriia's environmental permitting and compliance practice is assisting clients in understanding and addressing environmental justice. She tracks developments on the federal and state level, with a particular focus on the East Coast states and Virginia. Viktoriia advises clients on preparing and responding to allegations of environmental injustice, and develops strategies to proactively address these issues during the permitting process. Her transactional work includes assisting real estate developers with property acquisitions, environmental due diligence, and advising solar and other renewable energy projects on all aspects of compliance with the ESA. Viktoriia also assists clients in preparing comments on various federal and Virginia rulemakings.
Her client base includes health care companies, manufacturers, electric utilities, water providers, electric vehicle manufacturers, auto repair service providers, agricultural businesses, and solar and other renewable energy companies.
