William D. Belanger

Bill is a patent attorney who helps clients build strong and enforceable portfolios, assert their rights in district courts and before the ITC, and create licensing or other arrangements to optimize value. As a former attorney advisor to Judge Paul J. Luckern at the ITC, he provides clients with an insider’s perspective on the federal agency.

Bill leads trial teams before the ITC and in courts throughout the U.S. in matters involving automotive technologies, consumer electronics, digital technologies, energy, life sciences, medical and dental technologies, photonics, and semiconductors, among others. His strategic counseling helps clients grow the value of their intellectual property while protecting their reputations and goodwill. Bill’s client relationships often span many years and major events such as multiple acquisitions, litigations, and licensing transactions.

Bill serves on the firm’s Policy Committee. He served as the chair of the Intellectual Property Department at predecessor firm Pepper Hamilton, and the Specialized Litigation Department at Troutman Pepper.

• Represented a manufacturer of ultra-low light night vision cameras for more than two decades, including multiple litigations, prosecution, and ITC proceedings. Recently secured a favorable settlement on the client’s behalf against several of the largest technology companies in the world. The disputes that led to the settlement include an International Trade Commission Investigation, four district court cases, and more than a dozen IPR proceedings.
• Represented a professional intellectual property service company focused on video technologies in several litigations and related licensing activities with respect to patents and patent applications assigned to and owned by the client. Represented the client at the ITC alleging infringement of several video processing patents by certain products of several leading consumer electronics companies from 2022 through 2024. The Commission instituted two investigations, and we successfully negotiated settlements with several Respondents in those investigations. The client has since licensed the technology at issue in three of several follow-on district court patent infringement complaints filed on behalf of the client in the Western District of Texas.
• Advise the president and fellows of a top university in the U.S. with respect to various aspects of its licensing program, including disputes raised by licensees of patented technology owned by university and developed by its departments and professors. Work includes efforts to negotiate resolutions and amended terms, and/or prepare for enforcement actions related to those same disputes.
• Represents a maker of electrical balance of system (EBOS) solutions for solar energy projects in its ITC investigation against two competitors. The case was tried in August 2025.
• Advised a top university in the U.S. for more than 10 years, including filing a case alleging infringement by a leading consumer electronics manufacturer of certain patents related to semiconductor manufacturing materials. The case settled on terms the client found favorable.
• Represented a digital camera software supplier in enforcing digital imaging patents in multiple cases before the U.S. International Trade Commission and in federal district court.
• Advised an embedded processor technology company in enforcing power management and memory access patents in cases before the U.S. International Trade Commission and in federal district court.
• Counseled an e-commerce software and service provider in defending multiple cases involving web server and other e-commerce technology in multiple cases in federal district court.
• Represented a health care equipment manufacturer in enforcing patents on nitrile surgical gloves before the U.S. International Trade Commission and in federal district court.
• Advised an oilfield equipment manufacturer in enforcing and defending multiple patent cases involving subsea oil well technology in federal district court as well as in the UK and the European Patent Office (EPO).
