Bill focuses his practice on the representation of energy companies before the Federal Energy Regulatory Commission (FERC). He also has extensive experience in proceedings before state commissions dating back to his work as assistant counsel with the New York Public Service Commission (PSC) in the late 1990s. Bill has experience with transmission cost-of-service rates, market-based rates, regional energy market issues, regional transmission planning disputes, seams issues, resource adequacy and capacity market issues, and most recently energy storage issues, including prosecuting a FERC complaint raising issues of first impression with respect to storage participation in wholesale markets. He has also represented clients in significant enforcement and audit defense work before FERC. As the energy industry continues to evolve, Bill has worked with a variety of clients on unique issues related to the deployment of energy storage, wind and solar resources, and the participation of tax equity. Beyond federal energy regulatory work, Bill has wide-ranging experience in matters spanning telecommunications, cable franchise negotiation and most recently construction contract disputes relating to solar development.
