Election Law + Redistricting

Troutman Pepper Locke provides comprehensive counsel to individuals and corporations actively participating in the political process. We represent candidates, elected officials, staff members, political action committees (PACs), and nonprofit political organizations navigating the complex laws governing elections. Our experience also encompasses all facets of political campaign finance, lobbying compliance, gifts-entertainment-travel requirements, required disclosures, and election law litigation.

Our team includes former government officials, such as deputy attorneys general, solicitors general, and senior congressional staffers, who bring a wealth of knowledge and political savvy to our practice. We have represented clients in high-profile election-related disputes before the U.S. Supreme Court, state and federal courts, and various government bodies.

Our Services

  • Election Law: We advise on defending election laws, election-day disputes, ballot qualification issues, recall and removal proceedings, and constitutional challenges. Our attorneys have successfully defended multiple election laws, including cases before the U.S. Supreme Court.
  • Recounts: We have deep experience in litigating and guiding clients through election recounts for federal, state, and local elections across the country.
  • Redistricting: Our attorneys are leaders in redistricting advice and litigation in the United States and have represented state legislatures, federal legislators, independent redistricting commissioners, and individual voters. We have secured landmark victories in redistricting cases, including before the U.S. Supreme Court and state courts. We have also served as counsel to state redistricting committees and have advised localities in securing legislation to permit changes to election districts.
  • Campaign Finance and Compliance: We provide guidance on federal and state campaign finance, lobbying, gift laws, and procurement regulations. We assist in the formation and administration of corporate-sponsored and independent PACs at the federal, state, and local levels. Our attorneys develop compliance programs, conduct audits, provide guidance on “pay-to-play” prohibitions, and assist in responding to investigations and enforcement matters from federal and state regulators. Our team is well-versed in the Federal Lobbying Disclosure Act of 1995, the Honest Leadership and Open Government Act of 2007, Agents Registration Act of 1938, the Foreign Corrupt Practices Act, and state lobbying and gift laws across the nation.
